Heat oil in a pan and add finely chopped onions. Cook for 2 minutes. Add cumin seeds, ginger garlic paste, and all of the spices.
Add tomatoes, and cook them until oil separates. It takes about 4-5 minutes.
Add the minced beef and break it down as much as possible.
Cook for a couple of minutes until it changes color.
Now add 1/2 cup of water. Cover, and cook for 10-15 minutes on medium-low heat.
After 15 minutes, the water will evaporate and oil will come out.
Garnish with cilantro and green chilies and enjoy.
